An internally consistent message will not include contents that are contradictory, In this example, we see that message receivers should both shelter in place and also avoid the area. Clarifying who should take which action will help to reduce information seeking and protective action delay. This message is 200 characters long, leaving space to clearly indicate who should act (and how). For a hazmat incident, sheltering in place may include additional instructions to prevent exposure and to protect health and safety of those nearby.
