90 Character messages are severely limited in the content they can contain. This is a reason to use all of the space available in a 360-character message (for completeness and clarity); it's also a reason to cut out the jargon. Unless your program has carried out significant efforts at public education, a "level 1 fire advisory alert" will have more meaning to the message sender than the message receiver. Consider using plain language, instructing people on what they can do to prepare for the evacuation that may be ordered. When jargon is used and not well understood, action will be delayed.
