Location focuses on where evacuees should travel TO, offering clear guidance on how to take action. The authors use caps to emphasize "GO NOW"; and relay urgency "evacuate immediately!" They also include response information "we are working to open a shelter" and add a link for more information. While not all message receivers may understand the use of fire terms like "Level 3," or acronyms "CRESA/DNR," the message is complete.
